what we do
What we do broadly falls in the following service areas:
-
Financing infrastructure
- We review existing financing policies, to evaluate the effectiveness of public spending, tariff structures, subsidy schemes. We are involved with developing innovative instruments for infrastructure financing, such as output-based aid, micro-finance or smart tariffs.
-
Designing institutional and regulatory arrangements
- We review existing regulatory frameworks and formulate reform recommendations, taking account of the local context and capacities (including human and financial resources). We support the ongoing development of regulatory institutions and their strategies for building human resources and developing regulatory tools (such as regulatory financial models).
-
Introducing Private Sector Participation (PSP)
- We evaluate existing PSP experiences, identify options for introducing PSP and work on PSP transactions, particularly broader institutional, socio-economic, financial and legal aspects.
-
Valuing and managing environmental resources
- We evaluate the benefits from investing in water and sanitation services throughout the entire value chain of the water sector. We are focused on using economic-based approaches (such as cost-benefit analysis) and instruments (such as water markets).
-
Training and capacity building
- We provide training and capacity building services, at all levels ranging from students at leading universities to utility managers and policy-makers. We have published extensively on all the issues above, with an emphasis on clear and operations-focused documents and presentations.
