Innovations in Financing Urban Water and Sanitation

This paper was prepared as background to a meeting held by the Rockfeller Foundation in July 2007 focusing on document focuses Financing Shelter, Water and Sanitation. The paper focuses on understanding the current pattern of financing to address water and sanitation urban vulnerabilities. It identifies a need to cost the complete “value chain” of services, from protecting sources to dealing with wastewater and sludge, and including the “soft” costs of training, advocacy and knowledge sharing, as well as infrastructure.
