Adapting regulation to the needs of the poor: experience in four East African countries

Through a BPD-led initiative with financial and substantive support from GTZ and the World Bank Institute, four regulators in East Africa (Kenya, Mozambique, Rwanda and Zambia) worked together with local partners over the course of a year to clarify how their action or inaction impacts upon the poor. Each came up with an action plan to address specific challenges they face. This note presents an overview of how regulation impacts the poor and the role that partnerships involving the regulator can play in improving services to poor people.
