Fostering Greater Mekong integration via capacity building on PPPs
This was the 5th edition of a training program on public-private partnerships (PPPs) in infrastructure for the Mekong region, supported by the Asian Development Bank, the Phnom Penh Plan and AFD's training Center for Financial, Economic and Banking Studies (CEFEB). Each year, this course draws participants from the six countries in the Greater Mekong Subregion, including Myanmar (Burma), Cambodia, China, Laos, Thailand and Vietnam who work in Ministries of Finance, infrastructure Ministries and regulators or local governments. Sophie presented on the fundamentals of utility regulation in order to set the basis for successful infrastructure PPPs. Participants then used those analytical tools to evaluate regulatory frameworks in their own countries in a range of sectors, including mass transport, ports telecommunications, water and electricity.
